How do I generate a separate PDF for each donor as a year end receipt?

I have the right settings so that the template generates what we need.  But CMS puts it all into one pdf. Is there a way to have it download in separate pages?  Or a way to cut the pages?

When you generate Email messages, it will send each donor their page, obviously.
 
But if you are choosing the PDF option of what to generate, it generates a single PDF file with as many pages.
This is designed for printing so it's not separating the pdf into different files.
